Climate action thrives on momentum. When businesses, investors, people and communities lead, governments respond – scaling policies that drive even greater action. In turn, these clear policy signals empower NSAs to go even further – unlocking bolder commitments, stronger investments, and faster implementation.
The UN Climate Change High-Level Champions work with these groups to amplify this cycle – helping businesses and communities – non-State actors (NSAs) – take action today while shaping the policies of tomorrow.
NSAs lead – Businesses, cities, and financial institutions and communities take bold action, demonstrating that ambitious climate policies are possible and beneficial.
Governments respond – Seeing strong leadership from NSAs, governments increase their own ambition, creating enabling policies and incentives.
Momentum builds – As policies improve, NSAs go further, accelerating the transition to a cleaner, fairer & healthier economy.

To support the first Global Stocktake, the High Level Champions and the Marrakech Partnership have compiled a set of solutions framed in specific actions that need to be scaled up and replicated to catalyze our race to a net zero emissions and resilient world.
The Global Stocktake (GST) decision at COP 28 recognized the critical role of international collaboration in delivering climate action to effectively address global challenges. It sent a clear signal: NSAs must continue to scale-up and strengthen voluntary efforts, initiatives and coalitions that contribute to global climate goals
Nationally Determined Contributions (NDCs) are the cornerstone of the Paris Agreement, outlining each country’s commitments to reducing emissions and building resilience. As the next round of NDCs is due in 2025, this is a pivotal moment to align national policies with the urgency of the climate crisis. To secure a 1.5C aligned future, NDCs must be clear, ambitious, and investable plans that drive systemic transformations across economies and societies. Stronger policies, backed by real-world action and financial commitments, are essential to accelerating implementation at the speed and scale required.

1st September 2024 Race to Zero Catalysing climate action: The role of professional service providers in realizing a net-zero future
This report explores the increasing attention that is being paid to the role of how Professional Service Providers (PSP) can help accelerate the transition to net zero emissions.
We invite you to submit a case study to Race to Zero on how you or your member meets our 5th P (‘Persuade), by aligning external policy and engagement to climate goals.
All Race to Zero case studies will be assessed by the Race to Zero Team, in consultation with the Expert Peer Review Group and the Climate Champions’ Policy team. Strong case studies will be elevated through publications and communications. We encourage Partners and Members from under-represented regions to contribute case studies.
Cities, states and regions are first responders to the climate emergency, playing a critical role in meeting international climate targets.
Acknowledging this, the COP28 Presidency launched the Coalition for High Ambition Multi-level Partnership (CHAMP) for Climate Action – a pledge by national governments to recognize the work of subnational governments in the delivery and implementation of climate action.
In supporting CHAMP Pledge, countries agree to help finance local initiatives that contribute to national and global climate goals.
As of today, CHAMP has been endorsed by 72 countries, covering 33 per cent of the global population, 58 per cent of global GDP and 35 per cent of global emissions.
